According to a decision from the German Federal Administrative Court in Leipzig, charging tuition for students to attend university is not illegal. The decision defeats the case of students from the University of Paderborn, who had hoped to set a legal precedent with the case. The court ruled that a law in North Rhine-Westphalia charging tuition did not violate German law or the UN International Covenant on Economic, Social and Cultural Rights, which Germany adopted decades ago. University tuition fees of up to 500 euros per semester have been in effect since 2006-2007 in six German states. The state of Hesse has since abolished the controversial fees. Wilhelm Achelpoehler, the attorney representing the Paderborn students, announced his intention to take the case to the Constitutional Court in Karlsruhe. The Constitutional Court is the highest court in Germany.
